In response to Mr. Kilgore’s letter in which he claims does not know where the Electoral College is: The Electoral College is located in article 2, section 1, clauses 2, 3 and 4 of the United States Constitution. Perhaps Mr. Kilgore was not paying attention or sleeping during government class.
