School levies on ballot

LIMA — Voters in several local school districts will have the opportunity to consider school levy renewals on the Nov. 8 ballot.

Allen County has three school levies on the ballot. The Apollo Career Center is asking for a renewal of a .19 mill levy for a period for 10 years for building improvements and maintenance. Shawnee Local Schools is looking for a renewal levy of 2.45 mills for five years for building construction, remodeling, repair and bus purchases. Vantage Career Center is asking for a renewal of a .8 mill levy over five years for current expenses.

Apollo, Shawnee and Vantage have some voters who are being asked to approve levies in Auglaize County. There are two other levies on the ballot. St. Marys schools will be asking for a renewal of a 1% income tax to be used for current expenses. Marion Local schools is looking for a renewal of a 9-mill levy for five years to fund the emergency requirements of the district.

Putnam County will also vote on the Apollo and Vantage levies. Pandora-Gilboa schools are asking voters to approve an additional 3.15 mill levy for five years to address permanent improvement costs. Pandora-Gilboa will also be asking voters to renew an income tax of .75 percent to be used for building improvements and maintenance.

School levies are of three types: additional, replacement and renewal.

A renewal levy remains constant over the specific period of time that the voters approved it for, regardless of any developments in the local jurisdiction. A renewal levy is based previous on tax valuation and will not increase the amount already being paid.

A replacement levy is based on current or new property valuations and new construction. Replacement levies usually result in higher charges to property owners. Schools ordinarily introduce a replacement levy to generate additional revenues, particularly when there have been a number of new developments in their jurisdiction.

An additional levy is one based on current evaluations that is added to the current taxes being assessed.
