City seeks more funds for Schoonover Lake project

LIMA — In April, Lima City Council voted on applying for funds to effect repairs and upgrades at the city’s Schooner Park.

Continuing efforts to bring needed upgrades and repairs to the park, the council will vote on submitting another grant application during its regular meeting at 7 p.m. Monday at the Lima Municipal Building.

The city will look to the same grantor as in April, applying to the Ohio Department of Natural Resources for a Land and Water Conservation grant.

“The maximum grant request allowed is $300,000, which requires a 50 percent local match,” Lima Public Works Director Howard Elstro said. “The local match for this project will be a combination of a 319 [Environmental Protection Agency] grant, secured Senate Bill 310 funds and stormwater funds.”

City Council unanimously approved applying for $750,000 in ODNR grant funding in April, with that grant requiring a one-to-one match.

Part of the project would involve reinforcing the levee separating Schoonover Lake from the Ottawa River, which is deficient because of erosion.

“So at some point, we plan to drain the lake, refortify the dam and then put it back into service,” Elstro said in April.

The project would also include demolishing the Naval Reserve building, building a bicycle pump track, building an Americans with Disabilities Act-compliant fishing pier and renovating the fountain and island.

A public hearing on the project is scheduled for 5:30 p.m. Monday at Lima City Council chambers.
