Letter: In need of help, but where?

I am a retired teacher, and I have wondered for years where a family can get help if they suspect a child is a potential killer.

My understanding is that the police cannot help until a crime is actually committed. Private mental health facilities are very expensive. Other mental health agencies can only keep a child locked up for short periods of time. How do parents get help?

I am seriously asking this question. The Dayton shooter appeared to be someone who needed to be removed from society and treated. How? Yes, I am frustrated! Can you imagine being in such a situation?
