Letter: N. Korea, China … are we afraid?

Assuming that North Korea is actually developing this missile program on their own and for their own purposes, it must realize that the military use of such weapons can only result in the total annihilation of their country and the inevitable end to the communist rule in the north.

On the other hand, this program developed by and administered by China would serve to insulate the Chinese from responsibility and accountability for any harm resulting from the launching of missiles from North Korea.

It seems to me that the Chinese alone are capable of developing such a program and we should at least consider this possibility, ahead of any other. Are we afraid to accuse them?
