OTTAWA — A man who pleaded guilty in August to sex-related encounters with underage girls in Putnam County years earlier was sentenced Monday to more than 17 years in prison.

Samuel Williams, 22, whose address is listed as “unknown” in court documents, was sentenced by Putnam County Common Pleas Court Judge Keith Schierloh to 11 years on a first-degree felony charge of rape, to be served consecutive to a five-year sentence for gross sexual imposition, a third-degree felony, and 18 months for unlawful sexual contact with a minor, a fourth-degree felony.

Williams was also classified as a Tier 3 sex offender and will be required to register with the authorities every 90 days for the rest of his life.

According to court documents, the rape charge was the result of his sexual conduct in 2014 with a girl who was between the ages of 4 or 5 years old. The incidents allegedly took place at 1570 N. Perry St., Ottawa, when Williams was 18 years old or older.

He was also charged with one count of unlawful sexual conduct with a minor, a fourth-degree felony, for knowingly engaging in sexual conduct with a girl between the ages of 13 and 16 between May 2017 and September 2017 at the same residence.

Williams pleaded guilty in August to rape and gross sexual imposition, which were contained in indictments returned by a Putnam County grand jury, and also to a bill of information charge of unlawful sexual conduct with a minor.

Assistant Prosecutor Katherine Porter said at that time the state was removing the life sentence element of the rape charge as part of the plea agreement and recommended the maximum of 11 years. She also recommended the maximum sentence of 18 months for the unlawful sexual conduct with a minor charge and a five-year sentence for the gross sexual imposition charge.

Schierloh followed those recommendation to the letter on all counts.
