OTTOVILLE — It may take a village to raise a child, as the adage goes, but as Ottoville has proved this weekend, it also takes a village to put on a festival.Ottoville’s Park Carnival has brought thousands to the Putnam County village, more than double the village’s population of 976.“It takes over 1,100 people to donate two hours of their time to make this work,” carnival organizer Troy Heitmeyer said. “We have about 10 or 12 people on our committee and they meet once or twice a month to put this together. Very soon, they’ll be going out to check out other bands to bring in.”
