LIMA — A Lima Police detective has submitted his dog attack investigation to the City Prosecutor’s Office and the Allen County Dog Warden.

The investigation followed an incident where a 30-year-old man was critically injured April 15 by two Cane Corso dogs on the Lima Rotary Riverwalk.

Dominique Badea, of Lima, was injured in both legs, both arms and his face, but was expected to recover.

Detective Timothy Clark said he determined two Cane Corso dogs escaped from a fenced yard at 639 S. Elizabeth St., roughly four blocks from where the dog attack occurred. He said he did not think the owner of the home owned the dogs.

“I don’t believe the person who is listed as the owner of that home is the owner of the dogs,” Clark said. “I believe the person that owns the dogs at least occasionally stays at that address.”

From there, he said, the two dogs tried to attack a man on a riding lawnmower at the 500 block of South Elizabeth Street. That man was able to get away without injury, and he called the police.

When Badea was being attacked on the river walk, a deputy with the Dog Warden fatally shot one of the dogs. The other dog was quarantined at the dog pound.

Clark would not release the name of the Lima man he believes to be the dog owner. Clark tried contacting the man; he has not talked with him.

Allen County Dog Warden Julie Shellhammer said Friday afternoon she had not reviewed the investigation file.

“If we can establish the owner, we will file the charges,” Shellhammer said.

City Prosecutor Tony Geiger also said he had not yet reviewed the investigation.
