LIMA — The city and Indiana and Ohio Railroad Co. will work together on preliminary engineering for the Elm Street underpass.

City Council will see a letter Monday from the administration regarding an agreement between the city and railroad, allowing for engineering to be developed in a manner that conforms to the railroad’s standards. The contract will not exceed $15,000 and it is funded through a federal earmark the city received in 2005 for design on the underpass.

The city is working in pieces on the project, designed to move traffic around trains crossing Bellefontaine Avenue. The city and its design firm recently decided on an underpass on Elm Street, rather than any other option on Bellefontaine Avenue. Placing something on Bellefontaine Avenue would be far more costly and also eliminate operating businesses there.

The city has applied for funds through the Ohio Department of Transportation to purchase right of way, but it is still seeking the millions needed for construction.

In other business, the council will:

•Vote on continuing a contract with Spherion Inc. to provide on-call services with Richard Schroeder, with assistance to the associate planner. The contract will not exceed $6,400.

•Vote on advertising for bids and entering into a contract for the St. Johns Road booster station, improving water pressure in the area and allowing a waterline for Westminster.

•Vote on a resolution memorializing former Parks, Recreation and Forestry Director Terry Webb, who died June 9.

•Hear from Public Works Director Howard Elstro regarding energy savings.
