LIMA — A woman accused of being the principal player in a day care fraud scheme that investigators said cost tax payers more than $170,000 a year was placed on GPS monitoring using an ankle bracelet Friday. While there were some questions as to the date Nekosha James-Mitchell planned to move to Texas, Judge Jeffrey Reed was concerned enough that she had booked moving trucks that he wanted to keep a better eye on her. James-Mitchell is out of jail on a $25,000 bond pending her trial, which was pushed back to July 10.Testimony on Friday revealed James-Mitchell twice rented moving trucks after at least two different trial dates were set. The prosecutor said she was worried James-Mitchell had plans to move earlier. James-Mitchell’s husband already is living in Texas and she is facing high-level felony charges, Prosecutor Margaret Tomaro of the Ohio Attorney General’s Office said.But James-Mitchell’s attorney, John Scaccia, said rental records showed the trucks were arranged for dates after James-Mitchell was due in court. He said she has complied with every court order since she posted bond.James-Mitchell took the witness stand to say she had no plans of leaving Allen County before her trial.“I do believe I will get acquitted at trial and me and my children will be moving on to be with my husband,” she said.James-Mitchell is one of five women charged in an alleged day care fraud scheme. She operated two home-based day care centers, All Together We Grow at 431 S. Prospect St. and Kosha’s Kinder Care at 1137 Simon St. State agents accused James-Mitchell of using four other women in the fraud to forge records and lie about watching children in order to receive state money for day care.James-Mitchell is charged with engaging in a pattern of corrupt activity, four counts of tampering with records, four counts of forgery, grand theft, theft, failure to file state income tax returns and failure to remit state income taxes withheld from employers.
