HAVILAND â?? An Allen County tactical team officer shot a man Wednesday after he fired on members of the seven-person team.
Detective Gary Hook fired a 12-gauge shotgun twice at James Fleenor, striking him in the upper chest. Fleenor fired a rifle at the tactical team missing its members, Sheriff Sam Crish said.
Fleenor was taken to an unnamed hospital, where he was treated for serious injuries, Crish said.
The Allen County tactical team is similar to a SWAT team. It was called to assist the Paulding County Sheriffâ??s Office, which does not have a tactical team. Fleenor allegedly pointed a gun at a sheriffâ??s deputy while standing outside his parents home in Haviland. Fleenor, who was reported to be suicidal, then returned to the home and barricaded himself inside, Crish said.
After several hours of failed negotiations, the decision was made by Crish and Paulding County Sheriff Jason Landers to enter the house in the early morning hours Wednesday.
The seven-member team took steps to enter the house and encountered shots from Fleenor, Crish said.
Hook was placed on paid administrative leave, which is standard procedure following such an incident. Crish expects Hook to be off work for a couple weeks while the investigation is pending. Hook has been with the department since 2005 and on the tactical team for two years, Crish said.
The case will be turned over to the Paulding County Prosecutorâ??s Office for review. Fleenor is expected to face criminal charges, Crish said.
The Van Wert County Sheriffâ??s detective bureau was contacted to handle the investigation and the Ohio Bureau of Criminal Identification and Investigation will handle the crime scene. The two outside agencies were called to take the two agencies involved in the incident out of the investigation to avoid a conflict of interest, Crish said.
The sheriffâ??s tactical team is called to another county a few times a year, at most, Crish said. Some years there are no request for help, he said.
