10 indicted in Lima in latest day care fraud

LIMA — Ten people have been indicted in Allen County, accused of participating in day care fraud schemes that cost taxpayers thousands of dollars, as first reported on LimaOhio.com.Three people operating four day care facilities were named as the principals and the other seven are said to be employees of the centers.Those charged were accused of participating in a scheme that billed the Ohio Department of Job and Family Services for day care services in Lima. Allen County Job and Family Services Investigations Supervisor Joe Patton said they have been working with the Ohio Bureau of Criminal Identification and Investigation for more than a year on fraud connected to local day care operations. The charges announced today were the latest part of an ongoing investigation, he said.“The workers were complicit to it because they were allowing the day care to use their children and they were receiving pay without having to work,” Patton said.The investigation revealed no children were at the centers, Patton said. Agents said the day care locations involved in the investigation were:•519 Flanders Ave.: Building Blocks Daycare•1001 Albert St.: BBC Childcare•725 S. Pine St.: Chewy's Bright Beginnings•2394 E. Fourth St.: UnnamedThe following people were facing charges:•Angelique Suarez-Williams, 35, one count of engaging in a pattern of corrupt activity, four counts of tampering with records, three counts of theft and two counts of forgery.•Melissa Fuqua, 40, one count of engaging in a pattern of corrupt activity, three counts of tampering with records and three counts of theft.•Darwin Fuqua, 39, one count of engaging in a pattern of corrupt activity, three counts of tampering with records and three counts of theft.•Jacqueline Bishop, 40, one count of engaging in a pattern of corrupt activity, one count of tampering with records and one count of theft.•Teresa Nordaker, 31, one count of engaging in a pattern of corrupt activity, one count of tampering with records and one count of theft.•Chasity Snyder, 23, one count of engaging in a pattern of corrupt activity, one count of tampering with records and one count of theft.•Sarah Zapp-McGee, 30, one count of engaging in a pattern of corrupt activity, one count of tampering with records and one count of theft.•Tina M. Reeves, 32, one count of engaging in a pattern of corrupt activity, one count of tampering with records and one count of theft.•Kalandra West, 21, one count of engaging in a pattern of corrupt activity, one count of tampering with records and one count of petty theft.•Jerrica Carter, 27, one count of engaging in a pattern of corrupt activity, one count of tampering with records and one count of theft.Suarez-Williams, and the Fuquas, who are husband and wife, operated the four facilities, according to a news release from Ohio Attorney General Mike DeWine. State and local agents conducted surveillance on the locations and found the defendants worked together to submit inaccurate billing sheets to the local Job and Family Services agency. “We believe these ten defendants obtained thousands of dollars from the Ohio Department of Job and Family Services they were not entitled to,” DeWine wrote.This case is the latest to be filed alleging day care fraud. Earlier this week, a second woman pleaded guilty in another day care fraud scheme in which five people were indicted in December. Authorities said Nekosha James-Mitchell was the principal player in the scheme and operated two centers. Authorities said James-Mitchell and the other four women participated in a scheme that cost taxpayers more than $170,000 a year. James-Mitchell is scheduled to stand trial June 5.
