Each general election, The Lima News provides this section profiling the candidates and issues. The Lima News sent questionnaires to every candidate in Allen, Auglaize, Hardin, Putnam and Van Wert counties for this election section. Candidates had the opportunity to give biographical information and discuss major issues in their races. Candidates also had an option to submit a photograph. Only names and residences identify candidates who did not return a questionnaire. Spencerville - Clerk-TreasurerDawn R. BaileyParty: RepublicanResidence: Sunset Avenue, SpencervilleAge: 56Relevant experience: 14.5 years as clerk-treasurer; 24 years as income tax administratorEducation: Spencerville High School graduate, 1973; Classes at Wright State University-Lake Campus; Annual continuing education for village clerk-treasurer.Years living in area: 50Major issues: The main challenge to the village in the next several years is a financial one, as it will be for all other political subdivisions of the state. Our local government funds are being significantly reduced, the tangible personal property tax has been eliminated, and the inheritance (estate) tax will most likely also be eliminated for the village. These revenue reductions coupled with the declining village income tax revenue will have a detrimental effect on our general fund operating budget. Unfortunately, our police department operates through the general fund and will be the most impacted by all of the financial changes. All of our village employees are facing the third year without pay raises and have experienced increases in their health insurance contributions, which are currently at 25 percent of their premiums. Because we have taken a conservative approach to budgeting in the past we may be better equipped to handle the decline in revenue in the immediate future but we will eventually have some very difficult decisions to make.
