Each general election, The Lima News provides this section profiling the candidates and issues. The Lima News sent questionnaires to every candidate in Allen, Auglaize, Hardin, Putnam and Van Wert counties for this election section. Candidates had the opportunity to give biographical information and discuss major issues in their races. Candidates also had an option to submit a photograph. Only names and residences identify candidates who did not return a questionnaire. Lima - 4th Ward CouncilRebecca R. In the last three and a half years, I have worked exclusively with business owners all over North America, helping them meet and exceed their bottom line, give good customer service, and train as well as keep quality staff. Currently I am serving as assistant network performance director. Education: High school graduate; five years college coursework.Years living in area: Entire life.Major issues: I’m concerned about the current officeholder’s lack of attention to residents in the ward. The current officeholder also had prior support for an income tax increase. The current officeholder also supported for speed cameras. The current officeholder has budget shortfalls. The current officeholder also didn’t oppose closing the fire station in the 4th Ward.Tom Tebben (incumbent)Party: Non-partisanResidence: West Market Street, LimaAge: 58Relevant experience: Ford Motor Co. management in a 34-year career; business owner for five years; 4th Ward representative to Lima council for nearly 10 years; chair of the finance committee for four years; member of the utilities committee for nearly 10 years; member of the building, planning and zoning committee for nearly 10 years; Regional Planning Commission member for 10 years; member of Lima Automotive Task Force for six years.Education: Lima Central Catholic; Ohio State University-Lima; University of Northwestern Ohio.Years living in area: 58Major issues: The top issue facing the city currently is our ability to maintain financial stability in the coming months. I will continue working to reduce spending to ensure a cash balance that will keep Lima out of a fiscal caution, watch or emergency designation by the State of Ohio. Our residents deserve the highest level and quality of service at the lowest possible cost. Tough decisions need to be made to address this issue. I am prepared to make sure that they are the right decisions for our citizens.Recently our community has seen very positive results in the sharing of resources between the Allen County Sheriff’s Office and the Lima Police Department. I want to see this level of cooperation and sharing of resources expanded to all departments. The economies of scale will result in lower cost for all in Lima and Allen County.I will continue to provide a high level of representation for residents of the 4th Ward on specific issues and citywide issues by continuing to solicit and respond to all concerns in the 4th Ward; continuing to support neighborhood associations; continuing to support businesses in the 4th Ward and the City of Lima; and continuing to deal with citywide issues based on the principle of doing what is best for our entire community.
