Troubled teen indicted by grand jury

LIMA — A 17-year-old boy who has been given numerous chances to turn his life around in the juvenile justice system will now find out what it’s like to be treated as an adult with much stiffer penalties.Travis W. Cook, 17, of 1624 N. Elizabeth St., was charged with aggravated robbery with a gun and having a gun under a court sanction.Cook, another child and an adult are accused of using a gun to rob a man in October. The trio approached the man in a parking lot in the 200 block of West Northern Avenue and robbed him, said Dan Berry, an assistant prosecutor in Allen County.Cook has an extensive juvenile record with the court and other agencies in the justice system tried to rehabilitate him but to no success. The only option left was to try him as an adult, Berry said. An Allen County grand jury also returned six other public indictments Thursday. When our daughter suggested I be on the Army post to observe retreat, I wondered why she was so calm if the post was under attack. It wasn’t that kind of retreat. Nobody was firing and nobody was running.Nor is it the kind of retreat where you walk in the woods and spend time in personal reflection.Retreat on this Army post happens at 5. It’s come as you are.At 4:50 p.m., my daughter and I pull onto Fort Sill where her husband is stationed. We stop at the guard hut, show our IDs and are waved through. The sky is clear, the mercury popping 90 and the wind blowing as it obliged to do in Oklahoma.Kids are playing in backyards. Three young soldiers without shirts are huddled under the hood of a car. Traffic is moving past the library, the chapel, barracks, a museum and officer housing, winding blocks of stately homes with stucco walls and red tile roofs.We pull into the parking lot of the commissary, which sits on a rise overlooking several roads. Active duty military in camouflage ACUs are headed into the commissary for groceries alongside retired Army sporting white hair and khaki shorts.At 5 o’clock a short bugle call blares over the loudspeaker. The call ricochets off the Wichita Mountains and echoes back. The call to retreat is a military signal that the official workday is over and that the flag is about to be lowered.At the first sound of the bugle, traffic slows and comes to a stop. Drivers open their car doors and stand beside their vehicles.Everyone in the commissary parking lot stops what they are doing. So do children playing in backyards and shade tree mechanics. Those in uniform come to attention, backs straight, heels together, toes out, hands cuffed at their sides, eyes focused toward the direction of the flag. Everyone, military and civilian, faces the direction of the flag whether they can see it or not.And then a cannon fires. It, too, ricochets and a second boom echoes overhead. The bugler plays the full retreat call, which means the flag is being lowered. Soldiers salute.For a brief few moments the entire post comes to a standstill and pauses to pay respect to the flag.Memorial Day originated as a pause of a similar sort, a time to honor those who gave their lives serving their country. Today, the meaning of Memorial Day is often lost amid a three-day weekend filled with smoke from barbecue grills, the roar of the race cars and spectacular sales.In December 2000, President Bill Clinton signed The National Moment of Remembrance Act, passed by Congress, asking all Americans to pause at 3 p.m. (local time) on Memorial Day to remember the war dead who fought and died for our country and our values.Think of it as your own retreat.
