Letter: City refused to plow Lima-owned alley

I would like someone to explain to me why, when I live in the city of Lima and pay my taxes in a timely manner, that a snow plow cannot go through a city-maintained alley way that I need to access from my garage to Sugar Street. I called the Division of Streets and Traffic and spoke to a man who said the alley way is maintained by the city, but yet they will not plow. Where is my tax money going?
Also, why should I have to pay to have the city-owned alley plowed? I wonder why they won’t plow the alley after all the streets are cleared? No wonder no one wants to live in the city of Lima.
