Former Fort Shawnee fiscal officer facing criminal charges

LIMA — A former Fort Shawnee finance director has been indicted on felony theft charges.Twyla Overman, 47, was indicted by an Allen County grand jury on charges of grand theft and grand theft by deception, each a fourth-degree felony that carries up to 18 months in prison. Overman's trial is scheduled for June 13.The charges follow a report from the Ohio Auditor's Office that said there were $9,840 in ‘unauthorized and unapproved pay increases” to Overman, and an additional $375 in funds from the village's mayor's court that were unaccounted for.The indictment said the crimes took place between Dec. 18, 2006, and Sept. 25, 2009.The auditor's report said Overman gave herself the unauthorized raises. The first raise from $15.02 an hour to $16.02 an hour happened in January 2007. The second, another $1 an hour raise, came in October 2007, the auditor's report said.Overman was fired after the state auditor reports, Fort Shawnee Village Law Director Steve Chamberlain said.Village administrators were unaware of any of the raises, which have to be approved by Village Council through legislation. Chamberlain said no such legislation was adopted.“It was uncovered through the audit,” he said at the time.Chamberlain said the village will seek to recover the money from Overman.You can comment on this story at www.limaohio.com.
