ADVERTISEMENT NOTICE TO BIDDERS SPENCERVILLE LOCAL SCHOOLS 2014 RESURFACING PROJECT SPENCERVILLE, OHIO Sealed bids will be received at the office of the Board of Education, Spencerville Local Schools, 600 School Street, Spencerville, Ohio 45887, until 10:00 a.m. Ohio time, May 12, 2014, at which time they will be opened and publicly read aloud. Bids will be for rehabilitating the existing pavement on various parking lots and drives at the Spencerville School Facility by means of resurfacing the existing pavement with 404 asphalt concrete per project plans, specifications and bid documents. The resurfacing will consist of an average thickness of 1-1/2" of 404 asphalt concrete to match the footprint of the existing pavement. Milling will be required around catch basins and other permanent structures. A tack coat will be applied on the existing pavement before resurfacing. 404 Asphalt Concrete shall have minimum bitumen content of 6.2% and shall not contain recycled material. Testing, by an independent laboratory, of the aggregate, before being used in hot mix, for compliance with project specifications will be required. Penalties will be implemented for non compliance with project specifications. A warranty will be required for this project. Total area being resurfaced is approximately 88,566 square feet. Also included in the project is painting of pavement markings including: lines for parking spaces; no parking areas; and pedestrian crossings. The work will be divided into two (2) separate packages as follows:Package One: Rehabilitating and Resurfacing Existing Asphalt PavementPackage Two: Painting Pavement MarkingsBidders may bid an individual package or both packages combined. All contractors and subcontractors involved with the project will, to the extent practicable use Ohio products, materials, services, and labor in the implementation of their project. Additionally, contractor compliance with the equal employment opportunity requirements of Ohio Administrative Code Chapter 123, the Governor’s Executive Order of 1972, and Governor’s Executive Order 84-9 shall be required. Plans, specifications and contract bid documents may be obtained electronically from the Engineer, Core Consulting, 1660 S. Defiance Trail, Spencerville, Ohio 45887 by calling 419 647-6163 between 8:00 a.m. & 4:00 p.m. on weekdays. There is no charge for electronic documents. The Engineer will charge $50.00 per set for paper documents, which is non refundable. All questions about the bid package, plans, specifications, bid documents, and/or the bid process shall be forwarded to Core Consulting, Brad J. Core, P.E., P.S., Principal/Engineer, Phone/Fax: 419-647-6163. Each bidder is required to furnish with its proposal, a Bid Guarantee and Contract Bond in accordance with Sections 153.54 and 153.571 of the Ohio Revised Code. Bid security furnished in Bond form shall be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said surety. Each Proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein. Each bidder must provide evidence of its experience on projects of similar size and complexity, and a complete listing of all subcontractors to be used. The owner intends and requires that this project be started no earlier than June 2, 2014 and be completed no later than July 25, 2014. All bids shall be sealed and addressed to the Board of Education, Spencerville Local Schools; 600 School Street, Spencerville, Ohio 45887 and marked "SEALED BID - 2014 RESURFACING PROJECT" on the outside of the envelope. No bidder shall be permitted to withdraw its bid for a period of thirty (30) days after the time of bid opening. The Board of Education, Spencerville Local Schools reserves the right to reject any or all bids and to waive any irregularity in any bid and to determine the lowest and best bidder(s). In no case will a bid be awarded until all necessary investigations are made into the qualifications of the bidder(s) to whom contracts are proposed to be awarded.
